Ketevan Kardava graduated with honors from the International Black Sea University, Public Administration and State Governance program in 2019, and in 2022, she was awarded a Master degree in Public Administration at the Georgian Institute of Public Affairs (GIPA). During her studies, she was in Portugal on an exchange program, where she studied international business management with full scholarship. Ketevan’s master’s thesis: “Transparency of the Budget Process and the Assessment Mechanism in Georgian Municipalities” was published as one of the outstanding works.
She works in the field of public financial management since 2019. She began her work in this field at the Public Internal Financial Control Department of the Ministry of Finance of Georgia. Where she was actively involved in a number of activities and projects in the areas of internal audit, as well as financial management and control. Ketevan participated in the process of External Quality Assessment of internal audit units at both, the central and local levels. She is the author of the informative brochure- “Financial Management and Control Reform in Georgia”. She joined the team of the Parliamentary Budget Office in 2024 and holds the position of a chief specialist at the Cost Estimates and Legislative Support Division.
Ketevan has attended a number of trainings related to program budgeting, public financial management, risk management and strategic planning. Including trainings organized by the Organization for Economic Cooperation and Development (OECD/SIGMA), the Slovenian Center for Excellence in Finance (CEF) and the Swedish International Development Agency (SIDA).
In addition to her native Georgian, Ketevan speaks English and Russian.
